(i) British citizens;
(ii)
British Dependent Territories citizens (BDTCs) by
virtue of a connection with Gibraltar;
(iii)
British subjects with the right of abode in the UK.
There are other categories of British nationals to whom we issue
passports.
These are:-
(i) BDTCs not connected with Gibraltar:
(ii)
British Overseas citizens;
(iii)
(iv)
British subjects without the right of abode in the UK;
British Protected persons.
A
To these will eventually be added British Nationals (Overseas)
(BNOs), the new status that BDTCs by virtue of a connection with
Hong Kong will be able to acquire.
4. In Annex 2B to the EC Resolution of 23 June 1981 about the
introduction of a Common Format Passport, provision was made for
member states, if they so wished, to issue the agreed format of
passport to persons other than those defined as their nationals for
Community purposes.
But the issue of identical CFPs to persons who
are not nationals for Community purposes and who do not have the
right of abode in the United Kingdom would cause problems for our
own immigration officials and those of other countries, who would
not readily be able to distinguish whether the bearer had freedom
of movement within the Community. We have therefore considered
the following options which are all within the terms of Annex II to
the Resolution:
(a) to issue a CFP-style passport omitting the words
