4. You comment on our handling of the exchange of letters with the Mexicans about the Cayman Islands in 1984. Early correspondence (e.g. our Telno 3 of 16 July 1984 to Gran Cayman) on this matters was of course copied to MVD and we took the department's silence for approval of our suggested line of action.
