In the final paragraph of his letter of 7 October, Derek Partridge said he would inform you of our Ministers' views on the proposed format of passport for those British nationals who will not qualify for the common format passport (CFP). You wrote to Nicholas Barrington on 24 September about this and the related question of the issue of passports to BN(0)s in Hong Kong.
2. In Derek's absence on leave I am writing to let you know that Sir Geoffrey Howe has accepted our recommendations on this issue, namely that British nationals who are not 'United Kingdom nationals for European Community purposes' should be issued a passport identical in format to the standard CFP except that the words 'European Community' will be omitted from the front cover and the language of the other member states (except French) will be excluded from the inside pages.
