will have full EC rights, it has been decided that they should be issued with passports in the common format with the European markings. Where the holder does not have full EC rights his passport will be endorsed accordingly on the observations page. Passports issued by the Channel Islands and the Isle of Man Lieutenant Governors will carry the name of the Island on the front cover in lieu of 'United Kingdom of Great Britain and Northern Ireland'. In addition, and to satisfy the concern expressed by the Island authorities at the omission of the word 'British' from before 'passport', words on the lines of Dependency of the British Crown' may appear after the name of the Island.

The following are the other categories of British nationals who do not, by virtue of that status, have EC rights:

We initiated a consultation exercise with the Dependent Territories in July 1984. Territories were invited to study a European Common Format Passport prototype and to indicate whether they would wish to follow the United Kingdom's lead as closely as possible and issue CFP look-alikes (ie the CFP without the European markings and with an appropriate change of the name of the territory). Hong Kong (of which more below), Cayman Islands, British Virgin Islands and Montserrat have all indicated that they would wish to adopt this option. We agreed last year that we would not press the other Dependent Territories for answers on format until such time as we had resolved our own differences over the degree to which the look-alike should resemble the CFP.

Hong Kong

6. In the context of the agreement on Hong Kong there has been an exchange of views with the Governor's office over the question of passport format. Hong Kong are firmly of the view that when the new national status of BN(0) comes into use in 1987 passports issued in this national status should be clearly identified as having been issued under the authority of HMG in the United Kingdom. They have suggested that the cover should be the same as that for the European CFP but without the European markings and in paragraph 1(F) of Hong Kong telegram number 603 of 26 March they reinforce this wish.
