a) Delors, the President of the Commission, sees the
reduction of frontier controls as an integral part of
completion of the internal market. He has called for a
"Europe without frontiers" by 1992.
b) France, Germany and the Benelux are trying to
negotiate an extension of the Franco-German bilateral
agreement of July 1984 on reduced controls at land
frontiers. If they succeed in solving to thier
satisfaction the problems of controlling terrorism,
drug smuggling, etc., without systematic frontier
controls, a situation could arise in which British
nationals crossing frontiers between these countries
found themselves held up while others passed through a
green channel. The CBI has regretted that the UK is
not participating.
8. We shall not accept the Commission's proposal that
the presentation of an unopened CFP means that the
holder goes unchecked. Nevertheless it is probable
that the presentation of the CFP will be a major
element in any arrangements to facilitate frontier
crossing for EC nationals. We need to consider the
