Provided you see no objection, therefore, it would be most helpful if HM Embassy Copenhagen could return to the charge with the Danes with a view to discovering whether the resolution reportedly adopted by all the Nordic countries has indeed taken effect; and if so, expressing the strongest possible wish that any new restrictions on the entry to HK BDTCs to Denmark not in force before the passage of the BNA should be removed. The Embassy may find the following additional points useful in their discussions:

We have no visa requirements for Danish citizens staying not more than three months.
HK BDTCs are not known to be a source of immigration problems to Denmark.
The Swedish Consulate-General here have taken the initiative to suggest that Sweden's visa requirement for Hong Kong BDTCs be abolished.
Austria abolished visas for HK BDTCs visiting for not more than 3 months in May 1984, even before the conclusion of the talks on the future of Hong Kong; and have not encountered any problems since.
