Thank you for your minute of 30 April with which you enclosed a draft submission covering a minute from the Secretary of State to the Home Secretary. I agree your general conclusion but do have some amendments to suggest to the text of the submission and some recasting to propose of the draft minute to the Home Secretary.

The Submission

2. (a) In paragraph 1, I suggest that the first sentence should be

/redrafted to read: 'We aim to begin introduction of the

CFP in 1987. ' I suggest this change because, although it is expected that we will begin issue of the CFP in the second half of 1987, this will only be at one or possibly Issue two Passport Offices in this country (not London). will subsequently be introduced progressively, in the light of experience, at other Passport Offices and Posts overseas. The cut-off date for a decision to be inserted in the second sentence is September of this year.

The status 'British national (overseas)' will begin to be introduced in 1987 with all those who are going to acquire it having done so by 1997. I suggest that subparagraph 4(e) could therefore be amended to read: 'A status to be
