My comments on the draft are as follows:

(a) paragraph 6. I accept this paragraph. the chance that the proposed Note to other Governments about BN (0) status could cause them to have second thoughts about Visa Abolition Agreements (VAAS) to the detriment of Hong Kong passport holders. However, this would be insufficient reason not to send such a Note; the new status is already public knowledge.

It may be that the non inclusion of the word 'visa' between 'give' and 'free' in the third line of paragraph 4 of Mr Cambridge's minute of 20 March may have misled you into thinking that British nationals without Right of Abode are totally unacceptable everywhere Although the situation is delicate it is not as bad as that.
3. I have no comment on Mr Grainger's minute of 30 April it does not touch on matters within MVD's competence.
