1. In his minute of 30 April Mr Grainger asked this department to confirm his understanding of procedures adopted in 1982

to draw attention to our interpretation of the implications for international agreements of the change in British nationality law.

2. I attach a copy of the circular to heads of mission in London, to which I referred in my minute of 2 April and which covered this point. In addition, my predecessor wrote to permanent secretaries in other Whitehall departments drawing their attention to the note and to the general UK practice that we do not normally seek to revise treaties solely in order to bring designations contained in them into line with changes in domestic nationality law. A copy of this letter is also attached. I agree with Mr Grainger that it would be helpful if we were to institute a similar exercise on the occasion of the introduction of the status, British National (Overseas).
