6. I see no difficulty with the proposal that the four "options" in para 11 of the EXCO Memorandum should be presented publicly as two "options" and two "warnings".
CUT OFF DATES FOR PASSPORT APPLICATIONS
7. EXCO agree
that it would not be realistic to determine cut off dates for BN (0) passports applications until the level of demand for such passports becomes clearer. They would thus like HMG to make provision for identifying cut off dates at a later stage in a future Order in Council

EXCO agree that BN (0) passports should clearly be seen to be issued under the authority of HMG and should be issued in the name of the Secretary of State. They also agree that BN (0) passports should follow the style of the CFP and that BN(6) passports issued before 1 July 1997

ENDORSEMENTS
9. EXCO have agreed that we should seek the agreement of the Chinese Government to an appropriate form of words which can be used in BN (0) passports before and after 1 July 1997. You are already aware (para 1(e) of Hong Kong telno 603) of the strength of feeling against any suggestion that BN (0) passports should be endorsed to show that their holders are subject to UK Immigration Control.

EXCO
The arrangements outlined in para 19-23 of the Memorandum for the issue of new ID cards seem to be satisfactory.
AMENDMENT TO HONG KONG IMMIGRATION ORDINANCE
11.
EXCO have noted that amendments will be required to the Hong Kong Immigration Ordinance to bring the "right of abode" concept into line with that set out in Section XIV of Annex I to the Sino-British Joint Declaration on Hong Kong's future.
