We have the following comments on the points made in EXCO's
discussion of BN (0) passports recorded in para 2 of TUR:

We could not accept the concurrent holding of BDTC and BN (0) passports because of unexpired visas in the former. The
persons affected will either have to delay their application for BN (0) status as late as possible to make the fullest use
of their visas, or apply to the issuing countries for the
visas to be transferred to their new BN (0) passports. We do
not think the situation will arise where an individual is
not in a position to anticipate problems and plan application for visas and passports accordingly.
We are content that the four options in para 11 of the EXCO
paper should be presented as two options. You should however be aware of an error in para 11(D) of the paper.
This states that persons who do not apply for a passport at
