Mrs. Granath is now on her way back to Stockholm. This seems to us a very good time to hit the Swedes, particularly since the Danish Consul-General here has told us that if Sweden proposed visa abolition for Hong Kong tourists, Denmark would go along. You might now like to instruct H.M. Embassy Stockholm to go into bat with External Affairs (as well as the Immigration Board) to make sure that the political message is understood. The basic arguments (mutatis mutandis and omitting g) are those in my letter of 28 March about the Germans. They can be usefully supplemented by the four arguments in para 6 of Alan Carter's minute of 11 June. Finally it would be worth the Embassy stressing that we have no visa requirements for Swedish visitors staying not more than three months; and that there are a lot more Swedish visitors to Hong Kong (15,000 plus in 1984) than the other way round (not more than 2000 visas issued by the Swedish Consulate).
If we can bring off an improvement in Swedish practice that would be a great encouragement.
