should be omitted or deleted; but for the time being a dependent territory 'right of abode' endorsement may only be added without prior reference in passports of the following categories:-

(a)

persons deriving their status from a connection with Anguilla;

(b)

persons deriving their status from a connection with Pitcairn;

(c)

persons deriving their status solely from a connection with Hong Kong; in cases where a person has a connection with another dependent territory as well as Hong Kong, reference should be made to the Immigration Department, Hong Kong.

In all other cases the applicant should be advised to apply to the immigration authorities of the territory with which he is connected in order to have the endorsement added or to obtain a letter from them confirming that he is entitled to the 'right of abode' endorsement relating to that territory. On production of such a letter a passport issuing office may add the endorsement. Posts which issue large numbers of passports to British Dependent Territories citizens not covered by paragraph 7(a)-(c) above may wish to consider producing an appropriate handout to accompany passports.

Form of endorsement

Dependent territories may decide to have the ‘right of abode' endorsement printed in their passports. The printed endorsement will then be deleted or amended in cases where it is incorrect. In other cases the endorsement should normally be made by means of a rubber stamp, but a manuscript endorsement may be made if a stamp is not available. Passport issuing posts should obtain a rubber stamp reading 'Holder has the right of abode in

'. Where such a stamp cannot be obtained locally, orders should be sent to Supply and Document Reproduction Section, Office Services and Transport Department.

Validation of endorsements

10. All 'right of abode' endorsements should be initialled and dated by the passport officer and validated with the post's embossing seal, except that when a dependent territory has the endorsement printed in its passports the initials and seal need only be inserted when the endorsement is deleted or amended.

An amendment to Appendix 11 and a new Appendix 11A of DSP Volume 25 will be issued in due course.

Posts in foreign and Commonwealth countries may find it useful to have and to pass on to the local authorities the attached memorandum, which sets out in simple terms the position on nationality descriptions and endorsements in British passports and takes account of this latest change.
