1. We have been merely interested bystanders in the exchange of telegrams between you, UKMis Geneva and Hong Kong about the EXCO memorandum on this subject. But I hope that you will wheel us into action in good time to brief the Americans on what we are up to before we launch the subject in the GATT. I understand from Bill Dorward (Commissioner for Hong Kong Commercial Affairs in New York) that the subject is top of the agenda for the first meeting of the Joint Liaison Group with the Chinese. Assuming there are no problems with the Chinese (and he did not anticipate any) the matter could go quite quickly to the GATT. We should put the Americans in the picture shortly after we have Chinese agreement so that we can hope to have their full support from the start.
