From my point of view (as Legal Adviser to FID) I can see no adverse consequences of an approach on the lines set out in paragraph 9 of the draft. Even before the promulgation of the new Constitution for the Falkland Islands, they had a much more developed constitution than Hong Kong has even today. Nor is there any history of practical autonomy. I would, however, be interested in seeing the draft of the reference to the Law Officers.

3. In the second sentence of paragraph 7 of the draft I think the words in brackets should be "qua dependent territory". In the next sentence "dependencies" should read "dependent territories".
