to the proviso that the government of the newly-independent country concerned continues to apply de facto the provisions of the General Agreement to the trade of the contracting parties. I should, therefore, be grateful if you would be in a position to confirm that the Government of Antigua and Barbuda is prepared to reciprocate in this matter.

Your Government may, of course, when it so desires, avail itself of the provisions of Article XXVI:5(c) of the General Agreement and, following formal notification to me of such a decision, be deemed to be a contracting party.

I enclose a list of the contracting part and of the governments which have acceded provisionally to the GATT. It will be noted that a number of newly independent countries, whose development, financial and trade needs are to some extent comparable to those of your country, have preferred for the time being to establish a de facto relationship with GAT instead of taking formal steps to become a full contracting party.

Under separate cover I am sen two copies of Volume IV of the Basic Instruments and Selected Documents, which contains the text of the General Agreement as at present in force. I am also sending some publications relating to the work of the GATT and have made arrangements for your Government to receive a copy of all GATT documents and publications in future.
