1. We are glad that the EXCO paper has now been approved and the proposed formulation for achieving Contracting Party (CP) status for Hong Kong agreed.
/ 2. For the record, you may like to have a copy of the standard letter which the GATT Secretariat sends to territories which acquire autonomy a month or so after receiving our notification to that effect. This spells out in terms the fact that the newly- independent territory enjoys only de facto status until such time as, following formal notification to the GATT of its decision to avail itself of the provisions of Article XXVI:5(c), it is deemed to be a CP.
3. In the case of Hong Kong, we anticipate that since the UK and Hong Kong notifications will be made virtually simultaneously, there will be no need, nor opportunity, for the GATT Secretariat to issue such an interim letter.
