I have the honour to address you on the subject of the conduct of certain aspects of the external affairs of Hong Kong.
2. Subject to the stipulations set out in paragraph 3 of this despatch, the United Kingdom Government hereby entrusts to you with effect from the date specified in paragraph 4 of this despatch, executive authority to conduct external relations on behalf of Hong Kong as follows:-

Authority to negotiate and conclude trade
agreements with other countries, whether bilateral or multilateral, and to conduct all other aspects of external commercial relations.
Authority to arrange or permit temporary visits for trade or commercial purposes by representatives of residents of Hong Kong to any other country, and by representatives or residents of any other country to Hong Kong.
Authority to negotiate and conclude agreements with other countries, whether bilateral or
multilateral, relating to civil aviation and shipping.
