HONG KONG AND THE GATT

1. I attach a draft submission prepased by Mrs Priest, on Hong Kong's future participation in the GATT, MFA and CCC.
2. The submission assumes that the law officers will agree that it would be constitutionally proper for HMG to declare that Hong Kong possesses full autonomy in the conduct of its external commercial relations. Until this is confirmed the submission cannot go forward. We must also insert the date on which we propose presenting the paper to the Chinese, and the date on which we propose issuing the Governor with an entrustment giving him sole responsibility for conducting policy in the relevant fields of Hong Kong policy.
3. Before this submission is put forward, we should contact Mr Pryor in the DTI who will submit these proposals concurrently to Mr Tebbit.
