"We should certainly continue to resist Soviet accession, as a

matter of principle. But it would be difficult to argue that

Chinese accession did not constitute a precedent they are both

large, state trading economies unless China "resumed" the old

Nationalist seat (but, see below, this is the least likely

course). In the immediate future, it would probably be possible

to block a Soviet application, even were China admitted as a

member. But we could expect Soviet pressure for admission to

increase, and with China in, and political considerations to the

fore it would be progressively more difficult to sustain the one-

third blocking minority needed to prevent Soviet accession

under Article XXXIII".
