Paragraph 17: add tr first sentence:

Paragraph 23(v): Re-draft third sentence to read:
"We should consider with fellow developed countries what might be done to ensure that Chinese accession will not constitute a precedent for Soviet membership".
Paragraph 23(vii): Re-draft to read:
"The UK should therefore align itself with the majority likely to favour Chinese membership provided that satisfactory special terms can be negotiated".
The first six of the above amendments are self-explanatory. The last two reflect the fact that we strongly hold to the view that there is no point in weighing up pros and cons of Chinese membership or suggesting that Chinese accession could be prevented. We fear that contacts with others along lines as presently drafted would quickly get back to the Chinese with adverse ✓repercussions for current trade with China and upon Hong Kong. The important
point as we see it is to rally the maxi umum support first within the Community, then with developed country partners and ultimately among LDCs for insisting upon a hardheaded and practical negotiation which will ensure that Chinese accession is only conceded upon the most stringent conditions, and so far as Clever possible upon a basis ie "resumption" which the USSR cannot emulate.
As seen from here, any discussion in EQS should concentrate upon how this should be done and the nature of the terms we should demand as the price of Chinese accession to GATT.
