HONG KONG, GATT AND CCC: "FULL
AUTONOMY" IN THE CONDUCT OF
EXTERNAL COMMERCIAL RELATIONS: INSTRUMENT OF ENTRUSTMENT
1. The Annex and Appendices to Mr Fifoot's Memorandum for the Law Officers on Hong Kong and the GATT refer.
2. I attach a clean draft of:
a)
the proposed Instrument of Entrustment;
b)
the complementary and confidential despatch.
Mr Fifoot agrees. If you too are content I will ask the DTI for their prompt concurrence. We will then need to send the drafts to Hong Kong for comments, before submitting them here.
3. I think the Entrustment, as it now stands, is quite adequate for GATT and сос purposes.

all other aspects of external commercial relations" precludes the need for further expansion along the lines of para 2(b) of Mr Fifoot's original draft. As for 2(c) of that draft, I explained to Mr Fifoot that the time is not yet ripe to delegate formal authority to the Govenor to conduct aviation/ shipping negotiations. When the right time comes, the terms of the accompanying despatch will enable us to give "sympathetic consideration" to such matters.
