We have seen a copy of Mr Boyd's letter of 9 April to Mr Shepherd. This suggests additions to para 6 and para 15(b) of the DII paper attached to Mr Shepherd's letter of 26 February to Heads
of Mission.
2. Mr Boyd's suggestions appear to us to be fair comment as Hong Kong. We therefore support his proposal for appropriate amendments to the DTI paper.
