An editorial in the Economic Daily of 5 April called for efforts to be made to expand exports this year in order to pay for the import of technology which China needs for its modernisation programme. Foreign exchange is to be used primarily for the expansion of exports. As for the goods produced, the domestic market would have to take second place to the export drive.

2. The editorial outlined a number of specific tasks that were to be undertaken. Government and related departments are to give preferential treatment to export industries in the provision of electricity, raw materials and transportation. They are also to make sure that these industries are given. special consideration for the import of foreign technology and equipment and for foreign investment.
