Others to whom we copied the text (ECD(E), FED, TRED, Washington, UKREP Brussels) either have no comments or have offered none.

Could you please let me know by lunchtime on Tuesday 28 May if you are happy with the revised paper? We wish to clear a definitive FCO version as quickly as possible with the DTI and with HM Customs and Excise (for the Customs Cooperation Council aspects). We then have to send the text to Hong Kong with a covering, explanatory telegram.

4. We shall need to add something to the paper to take account of the constitutional matters which Mr Fifoot has brought to our notice. However, this need not delay DTI consideration of its substance.
