EXTERNAL COMMERCIAL RELATIONS
PROBLEM
1. How to establish an irrefutable basis on which Hong Kong can continue to enjoy full autonomy in the conduct of its external
commercial relations.
RECOMMENDATION
2. I I recommend that we consult the Law Officers on:
(a) establishing a doctrine of "full autonomy by policy";
(b) reinforcing this, with appropriate instruments of entrustment.
