5(a).
Before any works are carried out on the said land the Secretary of State shall, provided there are no compelling security objections, submit to the Hong Kong Government for its agreement details of the general lay-out scheme for the said land together with sketch plans showing the formation levels, design, disposition and height of all buildings and structures to be erected thereon.
5(b).
Except for compelling security reasons, the Secretary of State shall not without the agreement of the Hong Kong Government to the formation levels, design, disposition and height thereof erect any permanent building or structure on the said land which is not shown on the plans submitted in accordance with the foregoing sub-clause (a) to the Hong Kong Government.
6(a).
Subject to sub-paragraph (b), in the event of the parties hereto agreeing that the said land (including buildings, installations and other fixtures thereon) or any part thereof is surplus to the reasonable and proper requirements of the said garrison, the said land or part thereof as the case may be (including buildings,
not radio installations installations/and other fixtures thereon) shall be released (pursuant to paragraph 2(8)(a) of the Kemorandum of Understanding relating to the Defence Costs Agreement 1981) to the Hong Kong Government without compensation or any other payment whatsoever on such date as the parties hereto shall agree.
6(b).
The Hong Kong Government will reimburse the United Kingdom Government with 25% of an agreed valuation of any building, fixture or
