If, after appropriate administrative arrangements have been made on these lines the Crown, or the Land Authority which succeeds to its titles, wishes before 1997 to dispose for valuable con- sideration or otherwise of any legal interest in land it will presumably do so by such means as the granting of leases.

7. The next question is how the Joint Declaration affects all this. The title to land, e.g. if vested in a Land Authority, ought to survive after 1997 in accordance with Annex I, (Section VI), first paragraph. Any leases granted by the Authority (or by the Crown before the Authority is set up) will fall within the provisions of Annex III to the agreement. There is no need to rehearse the details here, but leases granted or decided upon before the entry into force of the Joint Declaration will survive by virtue of paragraph 1 of that Annex. Renewals of leases must comply with paragraph 2, and new leases must be in accordance with paragraph 3 et seq.

8. Finally I should say that when referring above to MOD property I have had in mind land (including buildings). The Crown could dispose of its movable property, i.e. property which has not been affixed to land in such a way as to become part of it, in whatever way it wishes, and could pocket the proceeds.
