1. I have read the papers on this file. I don't think it-is- necessary for us to copy Mr Burrow's minute of 13 March to Hong Kong. It seems to me that its primary purpose was to summarise in laymans language, the opinions expressed in the papers attached to Margolis' letter of 1 February (and where necessary, to expand on some of them, particularly as far as the implementation of the Joint declaration is concerned para 6 and 7).
We will of course, be able to draw on Mr Burrows' minute
in the future.
