The Express: The drafting of the Basic Law and the formation of the BLCC have provided chances for HK people to voice their views. The atmosphere thus created will be conducive to HK's

prosperity stability, freedom and democracy.

The South China Morning Post: The gathering of nominations for the Basic

Law Consultative Committee is another significant step towards crystallising the laws of the post-1997 Special Administrative Region.

Wen Wei Po: The formation fo the BLCC, the drafting of the Basic law and the implementa- tion of the "one country, two systems" concept are all unprecedented and mistakes will be unavoidable. However, the drafting of the Basic Law can be seem as a process from which HK people can learn how to administer the territory themselves.

New Evening Post: If the membership of the BLCC can be worked out by next month, people's initial views on the Basic Law can be reflected to the BLDC at its next meeting in Peking in March.
