Ming Pao: BLDC members should take into consideration HK's political system and its development in the coming 12 years when drafting the Basic Law while Legco should bear in mind the future provision of the Basic Law when planning HK's political reforms.

recommended its executive director, Mr S.K. Chan, to the consultative body.

forbid civil servants from sitting on the BLCC if they are invited.
