Sing Pao: There will be a gap between the development of HK's representative system and Basic Law drafting as the political review will be conducted in 1987 while

the draft of the Basic Law will not be ready until the following year. To ensure coordination between the two, the authorities should conduct public consultations and widely canvass residents' views.

Newly-elected Legco

member Richard Lai: As Legco members are representatives of the people, he does not see why the Basic Law, which will affect the livelihood of the people, should not be discussed.

AG Michael Thomas: From a legal point of view, whether the Basic Law can be debated in Legco will depend on the nature of the motion tabled. However, there may be political factors which will have to be taken

into consideration.
