Lawyer Albert Ho: A "Basic Law Commission"

with the functions of a constitutional court should be set up in the HK SAR after 1997 to deal with any conflicts of views between the Central Government and the SAR Government over the interpretation of the Basic Law.

HK drafting committee member Martin Lee: There are some grey areas in the draft constitution for the consultative committee. The draft does not state whether the BLCC preparatory committee must accept all nominations to the BLCC or can choose to reject some of the nominations. The draft also does not specify whether the full BLCC can recall members of the executive committee who fail to fulfil their

responsibilities.
