Unions: The public should be given a month to express views on the constitution for the Basic Law consultative committee to be drafted by the six-member working group. The consultative panel should include pro-Taiwan people and non-Chinese residents.

continuity of the
existing political system and should prevent
drastic changes from happening.
Source quoted by Wen Wei Po: The consultative panel will have 120 - 200 member. It will have an executive committee to take charge of the panel's day to day work. Executive committee members will be chosen by the panel members through democratic consultation.
