Xiang Tongzhou of China's Ministry of Justice: The power of interpretation of the Basic Law rests with the NPC. However, the power to interpret the SAR laws derived from the Basic Law rests with the SAR Government.
Ming Pao: The great importance attached to the first meeting of the drafting committee shows that China is sincere in preserving HK's systems. The atmosphere of the meeting has been open and democratic. HK members on the committee are keen in safeguarding HK's interests and have put forward convincing arguments to win the majority support.
Wah Kiu Man Pao: People of HK and China should have a better understanding of each other to benefit Basic Law formulation as well as the implementation of the "one country, two systems" plan.
Ta Kung Pao: The fact that more than 80 per cent of the views of the HK members of the Basic Law drafting committee is accepted by the committee shows that HK people's views are respected and that China has taken into account the interests of HK people in considering the HK question. The first meeting of the committee has enhanced communication and understanding between HK and China and has boosted HK people's confidence in the maintenance of the territory's prosperity and stability.

The number of members of the consultative committee should be between 120 and 150.
