Ming Pao: The emphasis of
the Basic Law should be on practicality, economic needs, freedoms and rule of law and not on idealism, politics, democracy or equality.
Sing Tao Wan Pao: The spirit of the Basic Law should be to ensure that HK can enjoy a high degree of autonomy so as to achieve the target of "HK people ruling HK".
New Evening Post: As Ji Pengfei has indicated that the Basic Law is expected to be put before the NPC for approval in 1990, HK people would have ample time to express their views.
The committee should be given statutory status, and should include more grassroots representa- tives and young people.
HKU law lecturer Albert Chen: The Basic Law should spell out the legal aspect of HK's political system such as the power of goverment departments, relationship among goverment departments and their relationship with citizens. Since the HK SAR will enjoy a high degree of autonomy, the Basic Law should also stipulate the relationship between government departments in HK and those in China.
