HK Chinese Civil Servants Association chairman Kwok Yuen-hon: There should be local participation in the drafting. The Basic Law should clearly stipulate the terms of employment of civil

servants.

Martin Lee QC: HK courts

should be given the final power to interpret the Basic Law. If the NPC is not satisfied with HK courts' decisions, it can make use of its legislative power to amend the provisions in the Basic Law as a means to veto the ruling of local courts.
