Thank you for your letter of 18 September, and for all the hard work which went into this research. I found the enclosures to your letter fascinating, in particular the note on Chinese policy towards Tibet from 1949-1957.

All concerned here share your conclusions that the methods adopted by the Chinese in dealing with the ethnic minorities are of no relevance to Hong Kong. This was nevertheless a useful exercise, not least because comparisons between the concept of an SAR and the existing autonomous regions and areas is sometimes drawn in public and press discussion on the Basic Law. We are also grateful for the useful summary of indications of Chinese intentions on the Basic Law in paras 5-10 of your letter.

We look forward to receiving your comments on the question of "democratic consultation" which has been a major bone of contention during the discussions on constitution of the Basic Law Consultative Committee.
