Because many factors have to be taken into consideration. For

example, the racial minorities, the democratic parties, the

scientists, artists, educationalists, industrialists, businessmen,

etc. If we hold direct elections and these people are not elected,

what will happen? These people are in fact representative. There-

fore, how will Hong Kong's political system develop? People from

all sectors in Hong Kong must deliberate the issue carefully and

compare the various options.
