The Basic Law and Hong Kong's Future

The enactment of the Basic Law for the Hong Kong Special Administrative Region is a matter of public concern in Hong Kong. Mr Wang Hanbin, Secretary- General of the Standing Committee of the National People's Congress and Director of the NPC Work Committee on Legal System, has been appointed Vice-Chairman of the Basic Law Drafting Committee. In view of his position in the NPC, he is, as NPC Vice-Chairman Wang Renshong introduced him to the Chinese residents of New York, "a Chinese law expert". Mr Wang Hanbin is certain to play an important role in the drafting of Hong Kong's Basic Law in the near future.
Denies he is Peng Zhen's pen
On 22 September, Wan Hanbin arrived in New York as deputy leader of the National People's Congress's delegation to the United States which was headed by Wang Renshong. At a reception held in the Chinese consulate-general in New York, I had the opportunity to speak
twice with Mr Wang.
Although
I told him that as far as I knew, the great majority of Peng Zhen's speeches were written by Wang Hanbin himself. some of the ideas were Peng Zhen's, Wang had to do the actual writing.
