(): Was there any divergence of views in the NFC Standing
Committee's discussions on the list?

In the discussions, all members of the NFC Standing
Committee expressed satisfaction with the list.
None
of them raised any objection. In their opinion, the
list is well-considered and has taken into account all
sectors in Hong Kong. It will serve to set people's
mind at ease. I believe that the people of Hong Kong
will find it satisfactory.
Q: I, however, reckon the people of Hong Kong will still
raise some objections. Will appropriate changes be made
if they raise objections after the announcement of the list?

The Basic Law Drafting Committee will work until 1990.
is hard to say whether there will be any changes in the
Committee's membership from present to 1990. Up to now,
we have not yet considered any such changes. Perhaps,
we may introduce one or two more members into the Committee
one or two years later. We will not make rigid arrangements.
Basic Law Consultative Committee will Enjoy a Detached Status

Apart from the Basic Law Drafting Committee, there will
also be the Basic Law consultative committee yet to be
established. What status will it have? Will it be on
equal footing with the Basic Law Drafting Committee?
The two committees are different in nature. The Basic
Law Drafting Committee, set up in accordance with the
decision of the NPC Standing Committee and responsible
to it, is vested with statutory powers and shoulders
the responsibility of drafting the Basic Law. The Basic
Law consultative committee, just as the term "consultative"
suggests, will play an advisory role. In other words, it
