Following the passing of the Legislative Council (Powers & Privileges) Bill, however, the Legislative Council is authorized to order any senior government officials, organizations and individuals to attend before the Council as witnesses, and whoever fails to do so after being served a summons will be arrested and have to enter a reorganizance before a magistrate. Moreover, the decisions of the Legislative Council are not restricted by any courts, which seriously
infringe the independence of the judicial body. As a consequence, the most powerful person in Hong Kong will no longer be the chief executive but the President of the Legislative Council. But, the legislative body
will be set up by election, and the candidate for the President of the Legislative Council will not have to be approved and appointed by the central legislative body. So if Hong Kong is inclined to become independent, the executive body can do nothing to stop it.
It is indeed some kind of shabby trick that the structur
prescribed in the Sino-British Agreement is entirely altered by way of
a hasty change of the existing legislation.

It can be anticipated that during the transition period, the
British will spend every effort to develop the legislative body, pave the way for a British-styled "Hong people ruling Hong Kong" system and provide more political assets for the elite of the Executive & Legislative
Councils. On the other hand, the battle between the participants and non-participants in politics in respect of the legislation and personnel
organization of the Legislative Council will also begin. After the Legislative Council (Powers & Privileges) Bill is passed into law, more
disaccord and uncertainties will pop up in Hong Kong.
