concept. However, these conflicts are not unable to be solved in
a reconciliatory way. The condition for the reconciliation is to
implement thoroughly the 'Sino-British Joint Declaration', taking
into consideration the interests of the unification of the country
as well as the interests of the related sectors in Hong Kong. The
interests of the two sides are not necessarily opposing to each other.
The conclusion of the Sino-British agreement is an active measure in
an effort to prevent any conflicts arising from the two different
systems. Provided that the Basic Law does not deviate from the
principles of the Sino-British agreement, and that the Basic Law
is implemented to the letter, the interests of Hong Kong will be in
line with those of China with its four modernizations programme. For
economic take-off, implementation of socialist democratization and
unification of the country, China is willing to allow Hong Kong to
keep its capitalist system for fifty years. During this period,
Hong Kong can maintain its vitality and prosperity so as to support
and assist the four modernizations. After fifty years, when the
economic and living standards of the two places draw nearer and the
political situation in the mainland is open, further unification will
be a natural success.
