representatives of the stocks and property market. Mr LI Kwok-po is the representative of local families who have lived in Hong Kong for many generations. Mr CHA Chi-ming, Mr Graham CHENG, Mr T.K. ANN and Mr WONG Po-yan are representatives of the industrial and manufacturing
sector. Dr Rayson HUANG and Dr MA Lin are Vice-chancellor of the two universities, and many of their students are now leaders in the executive
and managerial level. Miss Maria TAM and Justice Simon LI are the
representatives of the existing system. Mr Martin LEE and Miss LIU
Yiu-chu are well-known in the legal field. Mr Raymond WU represents
medical professionals. Mr Sanford YUNG represents accountants. Rev.
KWOK Kong and Rev. Peter KWONG represent the religious sector. Mr LAU
Wong-fat represents the dignitaries in the New Territories. If the Hong Kong Government has to appoint unofficial members to the Legislative
and Executive Councils, these people should be the logical choices.
Why are Beijing's principles of handling things so
similar to that of the Hong Kong Government? Obviously, in the mind
of Beijing, the membership of the first legislature under the self-
rule government would be similar to that of the above list.
Of course,
there will be some changes to the final list of the legislators. But
their political inclination, social positions and the classes they
represent are shown in the above membership list. Apparently, such
arrangement can serve two purposes: Firstly, it is a signal to the
British people that they can put their heart at ease. It aims to
seek co-operation from the British people during the transition period.
Secondly, it gives a shot of confidence in the arm of the investors.
After 1997, basically, it is the conservative capitalists and professionals affiliated to this group who will take power in the legislature. So
they will be safe to stay in Hong Kong.
If my assumption is correct, this explains why leftists
are kept to a minimum in the membership list of the Drafting Committee
and that representatives of pro-China political groups and pressure
groups are not included in the list.
