(i)

one-third of the Councillors will be

elected by the Council of Advisers from amongst the

Advisers themselves;

(ii) one-third of the Councillors will be drawn

from functional constituencies;

(iii)

one-third of the Councillors will be drawn

from District Boards or geographical constituencies.

The Governor will be ex-officio President of the

Council. It must be made clear here that the President of

the Legislative Council is not like a Westminster-style

Speaker.

Although serving Legislative Councillors cannot

concurrently be members of the Council of Advisers, they
