may send people to Hong Kong to work. In performing their

functions they may maintain direct connections with their

respective supervisory units (on the mainland], but

structually they must come under the control and

jurisdiction of the Governor because he is the highest

representative of the Central Government in Hong Kong.

35.

The Governor will have full authority to appoint,

promote, demote, reward and punish all judicial, civil

service, police, ICAC and other personnel in Hong Kong.

Except for external [and] defence affairs in which

he will carry out his responsibilities' under the direction.

responsible for the internal security of the Hong Kong SAR.

The Chief of Police, the Head of the Civil Aid Services and

the Commissioner Against Corruption should be [directly]

Governor and other officials should together form a Security
