The Governor will have two duties and responsibilities :
(i) to represent the Central Government in
exercising the authority for Hong Kong's
diplomatic and defence affairs;
(ii) in addition to the duties stipulated in the
relevant paragraphs below, to be directly in
charge of the Foreign Affairs, Security, Anti-
Corruption, Civil Service and Police Departments.
18.
There should be established a Council of Advisers
in addition to the existing Executive and Legislative
Councils. The Council of Advisers will have authority in
three areas, viz :
(i) to make nominations to, or be consulted by,
the Central Government on the choice of the Governor;
(ii)
following consultation with the Legislative
Council, to make recommendations to the Central
Government for amending details of the Basic
Law;
(iii) to elect from amongst the Advisers of
the Council one-third of the membership of the
Legislative Council.
