Some papers reported that two reference documents had been circulated by the Secretariat of the Basic Law Drafting Committee to the BLDC Members a paper on the Policies and Basic Law of the HK SAR prepared by Mr. Cha Chi-ming and a position paper on the Basic Law published by the Legal Affairs Group of the Hong Kong Affairs Seciety in June 1984.
