On the contrary, the enthusiasm of
some Hong Kong members of the Drafting Committee in introducing and
upholding "democratic consultation" has led people to believe that they
are interested in promoting the "Beijing-style rule over Hong Kong
facilitated by the locals' accommodation".
Coming back to the draft Constitution of the Consultativa
Committee, we can find words like "
in line with the aspirations
of the people in China, including Hong Kong compatriots". This is to
say, the Basic Law for the Hong Kong Special Administrative Region is
to be in line with the will of all people in China. If this principle
is to be reasonably extended, then Hong Kong will be entitled to only
0.5% of the power to make decisions. It is obvious that the Hong Kong
members of the Drafting Committee have imported not only "democratic
consultation" into Hong Kong. Besides, the full title of the Consultative
Committee is "The Basic Law Consultative Committee of the Hong Kong
Special Administrative Region of the People's Republic of China", which
implies that the Hong Kong Special Administrative Region is already in
existence. Some sensitive people held that the title should be altered
into "The Consultative Committee for the Drafting of the Basic Law of
the Hong Kong Special Administrative Region of the People's Republia of
China". According to the "traditional wisdom of "matching the name
with the reality", perhaps the title of the Consultative Committee
should be reconsidered carefully.
