51. The role of Secretaries will be subordinate to ministers in all cases other than those of the Secretaries for Foreign Affairs, Security, and the Civil Service who answer directly to the Governor. Foreign nationals will be excluded, in accordance with Article IV of Annex 1, only from the following posts:
The Governor
The Chief Minister
The Secretary for Foreign Affairs The Secretary for Security
The Secretary for the Civil Service
The Commissioner of Police
The Commossioner Against Corruption
